He means when you pick bison to fight as and as an opponent, Sakura comes up as an opponent.

Or at least whats what I got outta it.

it doesnt matter the mode or if bison is player 1,2,3 or 4 bison will always be automatically subbed for sakura NO MATTER WHAT http://bbs.projectx.cyberfuturism.com/non-cgi/emoticons/angryfire.gif
