It really depends how you define greatest of all-time. Consider the following:

Rakim and Big Daddy Kane are among numerous emcees who contributed to the expansion and acceptance of hip-hop in the later half of the 20th century, and thus cannot be discredited as potentially two of the greatest of all-time to rock the mic, based on that fact alone, never mind the creative ingenuity they both possesed.

To jump ahead a couple of decades; LL Cool J, the self proclaimed G.O.A.T. of hip hop, is largely responsible for the implementation of highly sexually influenced lyrical content and the attraction of a new demographic as purchasers of the rap/hip hop product: Women. Due to his arrogant charm and imposing good looks, James Todd Smith III attracted new business propositions in the entertainement world, making the actor/musician title mainstream. However, his success was met with jealousy from his rap counterparts and his music credibility was often challenged publicly. The most notable of which occured between LL and the notorious underground freestyle monster known as Canibus; a battle which ultimately brought the raspy voiced emcee into the limelight. Ultimately, the series of verbal exchanges between the two talented emcees popularized the public "battle" concept, where emcees who may be touring or promoting an upcoming demo or major record release, would battle over a popular urban radio station (one has to understand this was pre-internet). Therefore, we can see how these two artists contributed to the game, as well. However, I would say they had less influenced then the previously mentioned artists.

Big Pun is potentially the most influencial emcee with respect to introducing foreign cultures to hip hop, and, along with Big L, belongs to a long list of emcees who have died in their prime. Although their lives were taken far too quickly, the important fact is that their lifestly largely contributed to their deaths. For the simple fact that they were unable to continue their legacy due to the aforesaid tradgedies, they cannot be considered, individually the greatest of all time, however, their influence cannot be ignored.

JayZ and Nas continued the drug, sex, and violence lyricism that was popularized by legends, N.W.A., 2Pac (Tupac Shakur) and Notorious B.I.G. (Biggie Smalls, Christopher Wallace). These two emcees have reigned as rulers of the rap game for almost two decades, creating a product that comprised all the neccessary elements for success--powerful, insightful lyrics, and a talented production team. Both artists have two albums which have received a 5 mic rating from The Source Magazine, one the most important accomplishments and accolade for a hip hop/rap/r&b artist. One could be here all day describing how important these two specific individuals have been to the development and maintenance of the rap game, but I just don't have the time. Take my word, these two are THE BEST. The numbers speak for themself.

Eminem had potential, but his lack of drug use lately seems to have severly hurt his lyrical content. I mean, cmon, Gatman and Robin....dubya tee eff!?!

I think that clears things up.
